URGENT CALL TO ACTION from the Republican Party of Tulsa County
| The HIE (Health Information Exchange) is a violation of patient privacy, a breach of the sacred relationship and valued trust built between a provider and patient. The sharing of private medical information will have detrimental consequences on the future of medicine when patients no longer have the confidence of sanctity that has long stood within the walls of their doctor’s office. Currently, we give expressed consent for our personal medical records to be shared with any person/provider or agency. The HIE will remove the patient from the equation by uploading all our personal medical information to an electronic database that will allow anyone, including the Federal 3-letter agencies unfettered access. Additionally, there is an exorbitant “connection fee” and monthly subscription charge that will be critical and nearly impossible for small clinics, private providers and mental health professionals to afford. This is quietly being pushed through before Sine Die! We must make our voices heard! A 2023 resolution, HJR1045, aims to disapprove HIE agency rules for health care providers. The disapproval focuses on the payment mandates not in statute PLUS the lack of specifics on exemptions. SB32x is the Senate bill, this is the portion being pushed through that includes the funding that would help cover the costs incurred for the “connection” to the HIE patient privacy violation highway exchange. We are asking for a NO VOTE on SB32x! We are asking for a PASS/YES on HJR1045! Please contact Governor Stitt, your senator, representatives and the leadership regarding these measures. | For reference, the HIE FAQ provided by the Oklahoma Health Care Authority (OHCA) estimates the average one-time “connection fee” at $5,000. The monthly subscription fee ($20-$55) is also mandatory. Much concern has been expressed from small clinics, independent medical providers and mental health professionals on these fees and the patient privacy implications that are certain to follow. Constitutionally, The Oklahoma Osteopathic Association noted article and section from the Oklahoma State Constitution, questioned whether mandated participation in a central health care data repository is constitutional. “Article 2, Section 37: B. To preserve the freedom of Oklahomans to provide for their health care: 1. A law or rule shall not compel, directly or indirectly, any person, employer or health care provider to participate in any health care system.” Step 1.
